Bridging the Digital Divide in Cambodia through E-Circular’s Innovative Approach

It’s not one of grandiose declarations or sweeping changes, but rather a grassroots movement aimed at bridging the digital divide for the nation’s youth. This is the story of E-Circular, a project born out of necessity and nurtured by a vision for a more inclusive future.
A Digital Lifeline for Cambodia’s Youth
E-Circular’s mission is as straightforward as it is ambitious: to improve access to personal computers and digital literacy for students from economically disadvantaged households in Cambodia. In a world where digital skills are increasingly synonymous with opportunity, the lack of access to technology can be a formidable barrier. The COVID-19 pandemic laid bare these inequalities, with only 1 in 10 Cambodian students having access to a computer, according to a joint needs assessment by the government and non-governmental experts in 2021. This stark reality inspired the E-Circular team to act.
The project collects used laptops, refurbishes them, and lends them to students free of charge through a subscription program. But it’s not just about hardware; each laptop comes with personalized digital skills training, tailored to the student’s needs. By the end of 2022, E-Circular aimed to equip 30 lower-secondary school students in Battambang province with these tools, setting them on a path to digital literacy and empowerment.
A Ripple Effect of Change
The impact of E-Circular extends far beyond the number of laptops distributed. It’s about creating a ripple effect of change, one student at a time. So far, the project has trained 28 young leaders from three provinces—Battambang, Kampong Cham, and Siem Reap—through the Sustainable Digital Leaders Program (SDLP). These young leaders have become local champions, helping to identify students for the subscription program and fostering a community of digital enthusiasts.
The laptop collection campaign has also seen success, with 23 laptops collected from individual donors and the private sector, including EuroCham Cambodia. These achievements are not just numbers; they represent lives touched and futures transformed.
Navigating Challenges with Resilience
The journey of E-Circular has not been without its challenges. One of the most significant lessons learned is the importance of thorough research. Understanding the landscape of digital transformation in Cambodia, the market for laptop donations, and the needs of target beneficiaries has been crucial in crafting effective messages and strategies.
Another lesson is the need to be prepared for rejection. Not every firm or individual approached for laptop donations responded positively. Yet, the team learned to navigate these setbacks with grace and persistence, finding allies and opportunities in unexpected places.
Building a Network of Support
E-Circular’s success is built on the strength of its network. The project found allies in organizations like the Cambodia Waste Summit 2022, USAID Technology for Green Cities, and EuroCham Cambodia, which helped extend its reach and credibility. These partnerships have been instrumental in meeting the project’s goals and expanding its impact.
Moreover, the identification of committed local champions in Battambang province has been a game-changer. These SDLP participants have been active and supportive, ensuring the smooth implementation of the subscription program and fostering a sense of community and shared purpose.
Looking Ahead: A Vision for the Future
As E-Circular looks to the future, its goals remain clear. The project aims to continue improving access to ICT devices for low-income students, preparing young Cambodians for the digital economy, and raising awareness about the benefits of responsible and sustainable consumption of electronic and electrical equipment.

The funding and credibility provided by YSEALI Seeds have been crucial in getting the project off the ground and engaging with stakeholders. As the project grows, it hopes to attract further funding and expand its impact, working towards a future where no child in Cambodia is left out of the digital economy.
In the words of the E-Circular team, “By 2050, no child in Cambodia will be left out from the opportunities of the digital economy.” It’s a bold vision, but with determination, collaboration, and a commitment to inclusivity, it’s a vision that is well within reach.
